Jay D. Adkisson

Jay D. Adkisson is an attorney in private practice with the firm of Riser Adkisson LLP, with his office in Newport Beach, California. Mr. Adkisson received his B.A. and J.D. degrees from the University of Oklahoma, and was a member of the Oklahoma Law Review. He is admitted to practice law in California, Oklahoma and Texas, as well as various federal district and appellate courts nationwide. Mr. Adkisson concentrates his practice on creditor-debtor planning and commercial litigation. Mr. Adkisson is one of the authors of "Asset Protection: Concepts and Strategies" (McGraw-Hill 2004), and a regular lecturer at American Bar Association and state and local bar association conferences on the topic of wealth preservation planning.

He is internationally known as the creator of Quatloos.com, an internet website that exposes tax and financial scams, and he has twice been an expert witness to the U.S. Senate Finance Committee regarding tax scams. He has also been the feature of articles in Forbes, the Wall Street Journal, the Financial Times, and has appeared on ABC's 20/20. Having earned his private pilot's license after losing an eye to cancer, Mr. Adkisson has also authored "LostEye: Coping with Monocular Vision". He is also the author of "Adkisson's Captive Insurance Companies" and "Equity-Indexed Annuities: The Smart Consumer's Guide", as well as numerous professional articles regarding asset protection planning and wealth preservation issues.

Richard L. Enkelis

Richard L. Enkelis is in private practice with The Law Office of Richard L. Enkelis in Pasadena, California, an AV rated firm. He practices primarily in the areas of creditor/debtor relations, enforcement of judgments and business litigation. He has written and lectured extensively on enforcement of judgment issues as well as other creditor remedies. His published works include "Collection Law in California" Lorman Education Services, "Debt Collection Practice in California/Second Edition," CEB lead co-author, multi-volume collection treatise, and "Enforcing Civil Money Judgments," CEB Action Guide.

Mr. Enkelis received his B.A. degree from the University of Michigan and his J.D. degree from the University of Southern California Law Center. He is admitted to the California Bar, all four Federal District Courts in California and the United States Court of Appeal for the Ninth Circuit. Mr. Enkelis has been a consultant for the Judicial Council of California on the creation of the forms used in enforcement of judgments and to the California State Sheriff's Association, and where he taught at the Advanced Levying Officer Training Course. He currently serves on the executive committee of the Provisional and Post-Judgment Remedies Section of the Los Angeles County Bar Association. He is an honorary member of the California Association of Judgment Professionals and serves as the advisor to its Board of Directors.

The Honorable James J. Brown

The Honorable James J. Brown has presided over administrative law hearings since June of 1995. For many years, Brown served as Trial Attorney and later as Deputy Chief of the Judgment Enforcement Unit of the Department of Justice's (DOJ) Civil Division. He also litigated in the Asset Forfeiture Office of the Criminal Division, and the Environmental and Natural Resources Division of the DOJ, where he was recognized as a specialist in tracing and collecting assets and enforcing judgment.

James J. Brown is the recipient of several distinguished service and performance awards for his services to the DOJ and to other federal agencies. Brown also spent many years in private practice with Saul, Ewing, Weinberg & Green of Baltimore, Maryland, and with Levy, Winer P.C. of Greenfield, Massachusetts. He received his J.D. from Boston College Law School and his B.A. from the University of Texas at Austin.

A best-selling author and frequent contributor of articles and reviews to leading law reviews, Brown has gained national recognition as an expert on the subjects of enforcing judgments, tracing assets, federal forfeiture, and administrative law; he has lectured on these topics throughout the United States. Additionally, Brown has extensive experience in both trying cases and sitting on the bench in dealing with scientific, technical, medical, psychiatric, and psychological experts, including issues dealing with their depositions, examinations, and cross-examinations in trial. He also has developed extensive experience on ruling, analyzing, and deciding these issues in presiding over the trial and administrative hearing process. Brown is a Honorary Member of the California Association of Judgment Professionals. His professional achievements have earned him a place in the Who's Who in the World, Who's Who in American Law, Who's Who in America, and Strathmore's Who's Who. He is a member of numerous professional organizations, and is involved in community affairs. His hobbies include golf, skiing and writing poetry.

Ronald Sargis

Ronald Sargis is a partner in the Sacramento law firm of Hefner, Stark & Marois, LLP where he practices in the areas of bankruptcy and commercial creditor's rights. He serves as General Counsel for the California Association of Collectors and was made an honorary member of the CAJP in 2002.

Ron Sargis received his B.A. degree from Stanford University and his J.D. degree, with distinction, from the University of the Pacific.

Ron Sargis was a Board Member for the ACA Member Attorney Program 1996 -1999 and Chairman of the Board in 1999. He is a guest lecturer regularly for the American Collectors Association and the California Association of Collectors on federal and state licensing and regulatory issues, debt enforcement, business practices and state legislation affecting the collection industry.
